I made a mistake in the tutorial, the Linear Repeat Effect is not free BUT it is NOT required. Instead of using Linear Repeat Effect, just "duplicate" the shape a couple of times and "place the duplicated shapes on the left and right ends" of the shapes to mimick the Linear Repeat effect. Hey, Kazi. I'm sorry to bother you, but when I try and parent the ring to the head, it just completely disappears. I've retried making it (following each step carefully) , but the same problem keeps happening. I don't know if I'm doing something wrong or not.
Hmm, then you could try Grouping all of them together and set the Pivot Point of the Group the same place as for the head. So, now if you'll rotate the new group, you'll move the head and the rings all together. Another way is to parent all the layers to a null layer. A null layer can be added from the +, then from Objects/Elements → Null Layer
Also, no worries. Let me know if the options I've given don't work, I'll try finding something else for you :D

Yup! You can use the Light Glow effect, you could also duplicate the ring, blur it and put screen blending more for glow.
